The Dominican president's latest statements have been rather poorly received in Ouanaminthe, where construction of the irrigation canal continues. At the end of last week, Luis Abinader stated that he intended to reopen the borders with Haiti for goods only. Yesterday, a group of angry demonstrators tried to seal the Haitian side of the Ouanaminthe border crossing with concrete blocks, where police had to intervene with irritant gas.

Dominican Proposal Sparks Outrage In Ouanaminthe
"If the Dominicans open their border, we'll close ours", chanted protesters in the northeastern Haitian border town of Ouanaminthe yesterday. President Luis Abinader's declaration that only trade with Haiti would be re-established, while maintaining the ban on the movement of people, caused considerable irritation. The Dominican Republic had unilaterally closed all its air, land and sea borders on September 14, in protest against the construction of an irrigation canal in Ouanaminthe serving the agricultural plains of this region.
"There are two border barriers, one in Haiti and the other in the Dominican Republic," explains a resident of the town to our on-site contributor, Jéthro-Claudel Pierre Jeanty. "We can close the barrier on the Haitian side. If the Dominicans open their borders, we'll close ours."

Some officials and numerous personalities in Ouanaminthe are now making any reopening of the borders conditional on prior negotiations between the two countries’ authorities to resolve several urgent issues, such as the export ban on certain Haitian products. Yet, the Dominican Republic produces and sells many products to Haiti, even though they are deemed unfit for consumption in their own country. In addition, many feel like the requirement for all Haitian citizens in the Dominican Republic to report once a month to a Haitian border post, even if they have a long-term Dominican visa, is abusive.
Finally, many residents call for the bi-national border market on the Haitian side to open. This brand-new market, built by the European Union on the Haitian side, has been deserted since its construction five years ago. On Mondays and Fridays, the two days of the week dedicated to the bi-national market, trade only takes place in the building located on Dominican territory, also built by the European Union. These residents advocate a weekly market day for each country.
With the support of the Ouanaminthe town council, merchants set up shop on Friday in the binational market building on Haitian territory, to sell their wares and be ready to offer their services on the Haitian side should the border reopen.

Construction Progressing, Completion Date Still Uncertain
The expression "Kanal pap kanpe" [the canal won't stop], or KPK, has become a nationalist slogan repeated throughout Haiti. Other community projects have recently been launched in the country to achieve self-determination, particularly in the area of food.
In Ouanaminthe, president of the canal committee Moïse Joseph told DÈYÈ MÒN ENFO that construction "could" be completed around November 18, the date of the national holiday commemorating the Battle of Vertières, which led to the country's independence in 1803. However, this may be more of a wish than an actual assurance, as forecasts are difficult to make given the scale of the work to be completed and the unforeseen circumstances inherent in such a project. For example, some parts of the canal built a few years ago under the supervision of the Haitian state had to be demolished and rebuilt.
Mr. Joseph confirmed the departure of the heavy machinery the Ministry of Public Works, Transport and Communications (MTPTC) supplied. A tractor and the few dump trucks on loan were only on site for a few days and mainly used for clean-up operations.
"MTPTC officials [at Fort Liberté] have promised us many things, but we still don't have a definitive answer" regarding the loan of other equipment, concedes Mr. Joseph.
"President Abinader is clear: he wants Haitians' money, but not Haitians. [...] While the Dominicans are preparing a dam and pumping water from the Massacre River to leave nothing for the Haitians, the government has taken no diplomatic initiative either to protest or to initiate talks. The Henry government seems to have taken the gamble of a fait accompli on both the Haitian and Dominican sides."

The gasoline shortage affecting the entire region, caused by an armed conflict on the road in Mirebalais two weeks ago, was another challenge faced by the canal committee. One local gas station owner reportedly dipped into his reserves to offer 200 gallons to the site.
Although the price of a gallon of contraband gasoline (equivalent to 3.8 liters) has begun to fall, it has reached 2,500 gourdes (C$25) over the past week in Ouanaminthe. Most gas stations in the region remained closed to the general public.

Handicap & Culture: The Theater Season Is Launched
The Quinzaine internationale Handicap et culture inaugurated Port-au-Prince's new theatrical season last week.
On Friday, a social critique on the lack of love and solidarity was presented by the Théâtre Toupatou company, which also produces the Fortnight at the Centre culturel Brésil-Haïti on Place Boyer in Pétion-Ville. In the collective work entitled Crise [Crises], a bouquet is passed from hand to hand, wounding each person holding it. The symbolic object is finally held by a human chain.
This play-performance, with some dialogue in Creole sign language, showcased artists with albinism and sensory impairments. It was directed by Johny Zéphirin.

Last Thursday, storytelling and poetic readings in Braille took center stage at the Institut français de Port-au-Prince, again as part of the Quinzaine internationale, this time in partnership with the Kont anba tonèl festival.
Different stories, often accompanied by drummers, tackled themes linked to the acceptance of differences and the definition of beauty, such as a mother annoyed by her daughter-in-law, whom she deems "too ugly" for her son.
The Quinzaine internationale Handicap et culture continues its journey for a second and final week in the Haitian capital. Next month, the Quatre chemins theater festival will take over and be followed by En lisant in December.

Pa Kriye - Big Mech (a.k.a. MechansT)
The poignant Pa Kriye [Don't cry] is one of the biggest hits on MechansT's recent album, À table, launched last July. The song's audio version has already surpassed one million views on YouTube.
"When you feel like crying, raise your hands in the air, close your eyes and put one knee on the ground to fervently invoke God", repeats the chorus, sung by a children's choir. Echoing the country's successive crises, the song recalls the many tragedies that have marked every resident in recent years. The long-awaited video, released the day before yesterday, features MechansT (under the new pseudonym Big Merch) working in various trades, surrounded by schoolgirls and schoolboys. "The solution lies in prayer", concludes the chorus.
End Of School in La Saline
Since Wednesday September 27, the day after the start of the new school year, the Lycée National de La Saline has had to close its doors, plunging teaching staff and students into consternation. The previous night, armed individuals took over the school, ransacking many areas and turning it into their defense base. That night and throughout the following day, gunfire broke out in and around the neighborhood. Since then, the neighborhood and surrounding areas have been under siege.
"Children are the future of society," said Ralph Vladimir Rameau, principal of the Lycée National de La Saline, contacted by telephone yesterday. He was dismayed at the prospect of another school year disrupted by armed conflict.
"In La Plaine [northern suburb], many schools are at a standstill. In Cité-Soleil, not a single student passed the baccalaureate last year, such was the frequency of absences. The country's future is at stake."
Conflicts between rival groups and a new rift within the G9 collective of armed criminal groups have turned many areas of the city center into "var", a Creole neologism for desert areas where two rival factions clash, entrenched in their positions. This is precisely what is happening in front of the Lycée.
"I haven't seen them in broad daylight during my visits, but they have vandalized many premises," confides Mr. Rameau, distressed to see local youngsters involved in this violence. The Lycée principal implores decision-makers to put in place educational management strategies adapted to the situation so that students don't lose the school year. He is also calling for a renewal of the distribution of hot meals for students, among other things.
Overlooking a strategic entrance to the west, the Lycée National de La Saline building offers one of the few high vantage points in the district. As shown in the photos taken by a member of DÈYÈ MÒN ENFO (who remains anonymous for security reasons), concrete blocks have been stacked on the roof of the Lycée, transforming it into an armed observation post. Sandbags were also placed at some of the top-floor windows.
Carrefour-Feuilles: Self-Defense Brigades Back In Action
There have been no shootings or house fires in Carrefour-Feuilles for two weeks. The Carrefour-Feuilles market has come back to life and many residents are gradually returning to their homes, including in the neighborhoods close to the market, on rue Sico and impasse Eddy.
People are moving around on foot. Numerous barricades belonging to popular self-defense militias have been erected, for example on rue Magloire Ambroise and at the crossroads of the Saint-Gérard church.
Our photo-reporter was targetted this morning by a group of men near one of these barricades. They pointed two automatic weapons at him before asking a few questions. At first, they refused to recognize his status as a journalist, despite his identification badge, accusing him of being a spy in the service of an armed criminal group. One of the men in the group, who was standing aside, then recognized him as a local resident. The group, also armed with revolvers, finally agreed to let him go.
Adeline Chancy Honored At Launch Event Of Creole Language And Culture Month
Last Friday, the Académie du créole haïtien took advantage of the launch of the Creole Language And Culture Month [Mwa lang ak kilti kreyòl] at the Hôtel Plaza in Port-au-Prince, to celebrate three of its members, including their doyenne, educator and former Haitian Minister for Women's Rights Adeline Chancy. A close friend of Judith Jasmin during her exile in Quebec and co-founder of Montreal's Maison d'Haïti, she was honoured for her contribution to the Akademi kreyòl Ayisyen.
Creole Language And Culture Month Launched - Le National
Haitian Creole language: a tool for sustainable development [Lang kreyòl ayisyen, yon zouti pou devlopman dirab] was chosen as the theme for this year's event.
